how often

Well, you should spot clean every time your snake goes the bathroom, of course. It's mostly up to your own judgement as to when you should clean out your viv. Depending on your substrate, it depends. I use newspaper, so I clean it out rather often since it's cheap and readily available. Now if you use expensive chips, you might only want to clean out certain sections.
 
I clean the whole tank every 3 months (dump out substrate, bleach tank, bleach accessories...), but I spot clean every time the snakes go to the bathroom.
