New hatchling, a few heating questions

So I've had my okeetee corn snake for about a month now. He is very young, I got him when he was around a week or two old. His name is Somoa and he has a very curious and friendly personality. :]
I just recently moved him from a temporary kritter keeper to a nice 10 gallon glass aquarium. He has 2 hides, one of the warmer side and one on the cooler, branches, coconut fiber as substrate, water dish, ect. But I'm facing a problem.

I live in the northwestern part of the United States, and it's cold here. I also live in a dorm room, so the only place to put the tank is in the windowsill, so it'll be a bit colder than the other side of the room. I have no choice. But the room is pretty much always a nice 70-75 degrees. I ordered a digital thermometer and a thermostat (zoomed 500R) online, so it will be another week until I get them. I have a small heating pad that was meant for a 5 gallon (I used it on the kritter keeper), and I plan to buy a 10 gallon one soon. But it doesn't seem to even matter....he avoids the heat pad usually, and likes to explore his tank and chill out in his colder hideout. Is he okay going another week with temperate (70-75F) temperatures? He is usually pretty cold when I pick him up, will he get sick? Thanks. :]

If the temperature in the viv, even when it is sitting in the windowsill, is between 70-75*F then your snake should be alright. Even if he avoids the heat pad. My snakes rarely use their heat pads either and the ambient temperature in the viv is between 72-76*F.

He should feel cold to your touch. Your body temp is around 98.6*F and his is somewhere between 70-80*F depending on what side of his viv he has been on. If he ever feels warm to your touch, then you have a problem.
