Since UTHs are sadly "overpriced" for my budget to buy for multiple tanks, I was wondering what other options I could look into. I don't have any FlexWatt or anything reptile-intended heat sources in any of the pet stores/reptile stores I've been to.. So I've been doing a little online searching, through websites like Home Depot and I came across certain other heating that I was wondering could work? I was thinking that some electric pipe heating cable could work? Or what are some other inovative heating I could look into that I could grab off a local Home Depot or a store like it?

The pipe cable found in hardware stores isn't exactly the same thing that you see sold in the pet trade, I would avoid it. If you can not find any online source in your country that has FlexWatt, I'd be happy to do it for you...I've shipped to the UK before, so I'm sure Canada wouldn't be a problem. Looks like you can get 11" FlexWatt already connected like heat pads from RBI for about $9 a piece.
