I think it's the "domehead" or "conehead" effect, which seems to be caused by incubation conditions - the head and snout look a little shortened in that pic (might be the angle) which is also a characteristic of the condition, along with occasional kinks. If that's what it is, it's a developmental problem in the embryo, possibly linked with the egg container being too dampor temperature spikes(?) but I'm a bit hazy. Sure someone else can correct me. If memory serves, a lot (but not all) of the affected hatchlings also have malformed lower jaws and an underbite.
