I have a friend who has a ball python with a burn on the ventral scales. What do i do for it?

put it on paper towels instead of aspen, and put neosporin on the burn. how did the snake get a burn? is it for sure a burn ? or is it scale rot?

Depending on how bad the burn is, this snake may, probably does, need to see a vet.
It needs to be kept on paper towels or newspaper until the wounds fully heal. Regular (non-pain relief) Neosporin can be applied to the wound. Handling should be minimal during the healing process.
Burn wounds can become infected and cause serious complications.

I agree with Autumn.
Also, most burns are from unregulated heat sources. Thermostats are a necessity with heat sources (UTH's, CHE's, etc).
I hope the snake is ok.

What causes scale rot?
An infection of the skin. It requires antibiotics to treat in most cases.
