There are several mouse breeders in Canada. I use Coast to Coast Mice. I can't comment on shipping prices since they are less than 20 minutes from my house and I pick up, though I do know they ship exactly where they name says they ship! 
I can comment on their facility and quality. Both very clean and in excellent condition. The mice are packed very well even for the short trip home my order has!
