Kids found a random snake... can anyone identify?

This snake was found in a yard in the Willamette Valley of Oregon. Any ideas on what it is? It's definitely not the usual garter snake we see around here! It's tiny, this picture was taken inside a plastic cup.

Aww, where I used to live was just loaded with these, I'd walk in the woods and see them dart inside rotten logs, I'd find them in the flower beds, somehow one even made it into my house. Precious tiny things.

Don't they flash their brightly-colored bellies to ward off predators?
