certified breeder?

so i was at a store today and noticed a few sad looking snakes that had "just come in" i asked where they got their stock and was told they wish they could do local like they did with all other animals but they were only allowed to buy reptiles from "certified breeders." i looked on the internet and was unable to find citified breeders? anyone have any ideas?
 
I'm assuming the "certification" is a company designation, as in, the home office picks a supplier and stores can only buy from them. Many of the chain pet stores work that way.
