"I have a 5 yr old Ball python and a 16+ yr old Arizona Wandering Garter that have lived together since the ball python was 6 months old."

but then ...

"I am asking $200 for everything and that you have some knowledge of reptile care, not hard but I want someone to take them who will take care of them"

So knowledge of reptile care says that ball pythons and garter snakes most likely have different care requirements?!

So, he wants someone that will take care of them...hopefully better then he has...different care requirements, nevermind co-habing is just a bad idea...plus, isn't $200 really really expensive for a re-home?

Looking fort $150 for EVERYTHING!"

I was thinking the same thing. I don't know why, other than ignorance, someone would put the whole heat lamp in the tank with him when they could just put it 6 inches higher on top of the lid and out of harms way.
