Is high white always tied to okeetee?

You'll sometimes see 'high white reverse okeetee', which is an RO that has white background color instead of orange. But are there just high white amels? Regular border width, but with a white background instead of orangey?

It's basically Candy Cane version 2, only with thick borders.

But I thought candy cane was more focused on red saddles, whereas high white could be orange or red?

No, you find orange candycanes all the time. The red is preferred but the main point is a stark white ground color. Doesn't matter if your saddles are red if the ground has any color than white.
