The light quality is LED, so if that suits you, the display should be fine. Expect a bright but cool-spectrum light. Voltage draw should be nominal. Without seeing it, I suspect there's an external transformer that needs to be plugged in. The means you'll have a "power brick" at the outlet and thinner wires running to the light. Some things to keep in mind are that the light you specify is for under-cabinet lighting, so it will have a showy face (where the light emits) and likely an open, or unfinished back (visible when placed on top of the vivarium). This type of light cannot be put on a dimmer or rheostat, but would work on a timer like any other light would. Also, the heat emitted would be nominal, so don't include it in your heat gradient considerations, you'll still need a heat mat / lamp.
Best of luck!

They look rather similar in specs. The first one is at 7 Watts making 2700K "warm white" light. The second, 4.3 Watts making a 3000K "soft white" light _ as the description reads. Both will have a power brick transformer that plugs in, cannot work with a dimmer, and can work with a timer. Both are slim profile, and likely have an open back. The first is more compact and would concentrate light in one part / side of the viv. Neither provide enough radiant heat to factor into a basking sight.
If those are your two top choices, I would just base it on what takes your fancy. There's not a big technical difference, so pick based on style.
Good luck!

Haven't done business with these guys before, but the light is specifically designed for vivariums, and is cheaper. Probably a lot brighter, and better spectrum as well.
