I would like to ask your opinion on this. This amel seems to be missing some scales on its head. Parents are both het scaleless. Is it considered a low expression of scaleless gene? Thanks in advance

No. It is just something that you occasionally see in snakes in general. It may be more commonly observed in Het Scaleless but that does not mean it is exclusively a Scaleless phenomenon.
