Need advise people ive put a thermostat into my young corn snakes tank and its reading way to high do i need a thermostat. ?

A good t-stat is highly recommended. Some people can get away without one for corn snakes because the temps they need are close enough to room temperature that they usually can survive, and so they just don't supply extra heat at all. But they'll be more likely to thrive if they have the proper temps.

If you do add a heat source, it always needs some sort of regulation, although sometimes you get use a rheostat (basically a dimmer switch) instead of a t-stat if your room temperature is fairly constant or else if you adjust it constantly.

I don't know what you can get in Scotland, but here is an example of a fairly inexpensive but good enough to get the job done t-stat that is available here in the US:

I definitely recommend a themrostat. Personally I found that dimmers did diddly-squat compared to thermostats. But if it works for you, they are cheaper. Although the Hydrofarms (as kc261 posted for you above) are quite inexpensive!
 
I bought one my tanks hot end is sitting at 25.9 C is tht about right ?

Bear in mind that thermostats CAN and DO fail. Just make sure that if yours should fail, that it won't be catastrophic. Many people have lost either entire collections, or just entire batches of incubating eggs from thermostats that failed.

So a word to the wise, and all that....
