When someone sends you a payment via pay pal. Do you pay the fee by % on the sale or is it a flat fee for every transaction?
 
It is a percentage. That is why if it is someone I trust and know well I will send payments as a gift so they aren't charge PayPal fees. Of course if you are doing business with someone you don't know send it as a payment because if you send it as a gift then you have no recourse with PayPal if things go south.
