Heat cable for an incubator?

I am making my new incubator tomarrow. I have a few questions. Do you think that heat cable set on a dimmer would be able to heat a cooler to the 85 degree range if given enough time? I am planning on getting more into leos so I will need a cooler incubator for them as well as any other layers I get into(CORNS!!!) My idea is to do a zig zag motion on the floor of the cooler all the way across and keep a egg surfave about 2" above the cable. The cable is submersable so would water in the bottom be a good idea? too?
 
i'm not too sure about a heat cable.how long does it take to heat up?if it cant keep the temp stable then i wouldn't use it,personally i'd just sit the egg boxes on a large heatmat thats wired up to a thermostat.
 
I've used heat tape of the type used to keep water pipes from freezing. Worked fine, once the thermostat was disabled. I took some scrap electrical conduit and made a 4-rung ladder arrangement with the conduit for rungs. Then I wove the tape back and forth through the rungs. Worked fine if you have a long enough tape.

I wouldn't put water in the bottom of the incubator. The same container does not have to hold both the heat source and the humidity source. I put the eggs in a shoe box, which goes into a sweater box with some water on the bottom. And the sweater box goes in the incubator.
