how do you know what is the right amount to feed your corn.

The 1 1/2 girth size rule works well if you don't want to spend 30 bucks on a scale just to weigh your snake.

Also, a yearling that's only 16" seems pretty small, I think. My 9 month old is already about two feet, and my yearling is around 2.5 ft.
 
Snakes grow at different speeds. The length alone really does not matter. As long as their weight is in proportion to their length then there's nothing wrong.
