Is there any good place to find regulations in one place?

My daughter is trying to do a project studying tadpole to frog projects, and is trying to figure out what regulations are in place as far as field collection of tadpoles, importation of tadpoles from outside the area, and release into the wild. Is there any place that's already done this. We made it through four states this morning, and it was extremely frustrating even for me, let alone for her, because they're so often self-contradictory (for example, you see a nice, clear cut statement allowing NO capture of wild amphibians, but then, under a different column, a bag limit is listed for tiger salamanders, bullfrogs, and leopard frogs, indicating that, at least with a fishing license, it is legal). Even just somewhere that listed state statute numbers so we could google those relevant statutes would be helpful.
