Sure, but who is going to make the government accountable?
Hah! The government simply tends to label everything it does as being necessary for "national security", and they get away with EVERYTHING when whistle blowing then becomes (as defined by THEM), TREASON.
Seriously, when you have a group of people who WRITE the laws, do you really think they will write and pass laws that will be unfavorable or restrictive to THEM?
Remember, they tried that with the cap on the federal debt limit, and look how well that is turning out.
When I used to work for the Florida Legislature, I sat in on some of their sessions and it was definitely an eye opener. First order of business every morning was a vote on "suspending the rules". Which passed, of course. Never did find out what those rules were that they were suspending, but I figured they didn't much like rules restricting them in any way.
Sad fact of the matter is that NO legislature at any level can create a law or rule that can restrict a future legislation from voting it out of existence. Think about that one for a minute.
Got it? So why doesn't the current legislature simply repeal the debt limit cap a past legislature put in place?
Yep, no one wants to grab throw themselves onto that sword, now do they? They would rather try to push the other team onto it. So every few months we get to see them pushing and shoving each other in this game they are playing. A game they are apparently perfectly willing to keep on playing until this country is irrevocably bankrupted.
