I'd like to see the whole snake, dorsally, but from what I can see, yes. His background is tannish towards his head, but appears to be a rather clean gray/silver toward the middle. Miami phase is defined as tan or silver-gray background, right? And his red saddles are very rich.
 
I'm going to answer this based on phenotype, rather than locality, as I don't know the background of the animal in question. Rather like the lookatees vs. locality okeetees.

So on that note, I'm going to go out on a different branch from everyone else and say "sorta, but definitely not ideal." It would depend partly on the age of this animal. If a yearling, "Could be labeled as such, but not a really high quality one". If a hatchling "Might color up too much to even get the 'not ideal' labeling".

There's simply too much red color bleeding through the gray/silver for it to be really top-notch.
