New racks, back heat questions

Just Another Corn Breeder
I've got a few new racks mostly built but was curious about heating them. I was thinking of heating from the back since it will be much cheaper/easier to do and it allows me to have the rack right side up or up side down (so I can stack them with wheels). I haven't done that before though. My plan was 2 independent 11" strips on the back of each, fixed to peg board. I was thinking it was better to keep the strips separate so I could have 2 different temps. Is peg board a good idea, or will it just be losing all the heat? A lot of people seem to be saying it's hard to get it hot enough, but I don't think that will be a problem when it's already upper 70s to lower 80s at all times in the room. Thoughts?
