Shredded paper substrate

Ok I am curious if anyone knows about any safety issues involved in computer ink/paper in a substrate. We have paper shredders at work and cross shred a lot of paper and I was considering using it as a substrate as it would be free. and easy to use. I will also likely start shredding my junk mail as well if this is safe.

Cross-cut shredded paper compacts down too quickly and holds too much moisture to be an effective substrate.
