uth and rheostat basic setup

Hello,

I have a 8w UTH with a rheostat, I adhered it to the bottom of the glass tank that is my viv.


I have an air temp meter, I taped it to the bottom of the inside, over the center of the uth.

The dimmer is on the lowest possible setting, and I still read 95 degrees, do I have a rogue UTH? Should I take the uth off the bottom, and just lay it under the tank?
 
In my experience with a rheostat even on the lowest setting I was not able to get the right temp. In fact on the lowest setting mine got up to 102 degrees (this was me just testing it and not using it in the viv). Big Apple Herp just recently came out with their own thermostat that is pretty affordable IMO. ($40 usd) I have one and it hasnt let me down yet.
