Ambient Air vs Belly Heat

Is this typical of rear flex setups? Meaning are they as lethal as UTH setups when mishaps occur? I've never experienced either, I just assumed direct contact with UTH's would be worse?
In this situation, I don't think one type of heater is worse than any other - any catastrophic failure with UTH, flexwatt, ceramic emitter or lamp, is potentially fatal.

Overheating that a Corn can't escape from, can kill in a very short time. With a belly source, extreme localised heat can cause burns and neurological damage, as Corns don't seem to react to being in contact with a surface so hot that is can harm them (as well as the faulty heater being a fire risk). With an overhead source, the raised heat is more likely to affect the entire tank and be inescapable. The controller is more important in this situation.

Fingers crossed I've only ever had one thermostat fail and then it was in use with an incubator. It cooked a batch of eggs rather than putting my snakes at risk.
