Ok I have a great interest and passion for snakes and I would really love to acquire a pet and I feel a corn is a good choice. If I am able to persuade parents (who seem to be overcome by a snake's rep) I need some basic advice. I have read some care sheets and I was wondering, if a heat mat is to be placed under one side of the tank, what regulates the temperature of the other side and maintains it above 70?

the ambient air temp. The heat mat will heat up the substrate and then the heat will travel through the rest of the tank. however, it will disipate the further it gets from the source. This way you will get the gradient that you are looking for.
 
So I would only need to use the heat mat and the substrate, no other temp control methods in the other half of the tank?

Depends on where you live, temp in your house etc.
 
If you need to you could put a small heat bulb in the middle of the screen. the heat bulb will keep the whole tank at a comfortable temp. The heat mat will keep one side warmer.
Make sure you measure temps before you get your snake though.
 
Also, you will need to have some kind of temp control on your heat mat. UTH's are known to get too hot and burn snakes. One way to do this is to put a peice of slate down over the top of the UTH and then the Substrate.
 
Any for of heating element will reach fatal temps in a matter of an hour if left uncontrolled. Flexwatt will reach 115 degrees in about 10 minutes!
 
I don't care for the UTH heaters sold in pet shops.
I use "human" heating pads. Theye are about $10 at wal-mart and have 3 temp settings on them. I have never had a problem using these
