Right now I am using a store bought heating pad under one side of a 40 gallon tank. its a 3 setting pad in a fire resistant cover and I have the setting on low as I found when used on my own skin that the medium setting after some time became quite a bit hotter than on low. the temp on the warm side reads 73 degrees, i have a thermometer attached to the back of the glass so this would be the temp in the air) the temp on top of the substrate is about 76. Im wondering if I need a 2nd source of heat from above to make the temp a little warmer or if this is high enough for healthy digestion?

You will want your temp gradient to be between 82 and 85 on the warm side, and 76 to 78 on the cool side. I would suggest you put the heating pad on the medium setting and see what that does to temps. But, the best thing you could do is go and get a real UTH from a pet store and set it up on either a thermostat or a rheostat. This way, you will get the correct temps.

As for a second source of heat, the most common used are Heat bulbs (Like basking lights and spot lights), or a Cerramic Heat Emmiter (CHE - produces no light, very expensive) The problem with a Basking light is that you will either need to set it up on a timer or turn it off at night, and it will considerably dry out the air in your viv and can lead to bad sheds.
