Female snakes absolutely can lay "slugs", both my girls did this spring. You really can't tell with the picture, if you think she is run your thumb down her belly and see if you can feel the eggs. If not, find a breeder near you that can help properly sex her and you will know for sure.
 
It sure looks like she might be full of eggs. I would go ahead and offer a nesting box. When is the last time s/he shed?
