You put it under the tank.
If you have a heat mat that is made for heating reptiles, it will have an adhesive backing for sticking to the underside of the tank. Just make sure you have some ventilation under the tank or the heat mat can overheat. Also I recomend that you use a reostat or dimmer switch with the mat to help control temps.
