Help with Zoo Med thermostat

Its the ReptiTemp 500r i'm having a really hard time getting the right temperature i think i have it after an hr its at like 84-88 then I come back a couple hrs later and its at 97 degrees i don't get it. does anybody have any experience with this or other thermostats that you recommend...... btw I have a uth connected to it
 
Put the thermostat probe and the thermometer probe in the viv, in the center of the UTH, directly on the glass.

Then, start with the thermostat at its lowest setting, and gradually increase the temp, only a couple degrees at a time, giving it an hour or two in between to stabilize.
