I'm in the UK and there are no laws around breeding as such.
However, there's some new European legislation in the pipeline that could have a knock-on effect. If you're transporting animals for more than a certain distance for the purposes of trade (i.e. buying or selling), then you will have to have a specially-adapted vehicle, a government inspection and a certificate that allows you do transport animals.
Doubtless all of this will cost pretty big bucks, as it is aimed at improving the commercial transportation of farm animals. However, as the legislation is currently drafted, it will apply to all animals including reptiles, and anyone buying or selling, regardless of whether the animal(s) in question are one Leopard Gecko in a tank strapped to your passenger seat or fifty Royal Pythons in a claimate-controlled van. This could severely cramp hobbyists selling at Breeders Meetings or travelling to Hamm etc. to buy new animals.
