Multi-Unit Display Cage Heating Question

My husband is going to make me a multi-unit display case, bookshelf type design, and we are wondering what is the best way to heat each unit. We were thinking heat tape, but does it go inside the individual units covered with something or should the heat tape go on the back of each unit? Which would be better? Since there is not going to be any empty space between each shelf the heat source will not be able to go under the units without affecting the unit under it, we know this much. Any advice would be greatly appreciated!
 
11" flexwatt with the connections sealed with silicone and then a piece of plexiglass on top and that sealed up as well so that its effectively been water proofed.
