Potting soil as a substrate?

Have you tried pool filter sand? It's a bit firmer than play sand and might work well for you. It's about a buck or two more expensive than play sand, but pretty cheap for a 50# bag. You can get it at a pool supply store or a place that supplies hot tubs. It's also very light colored and pretty, so you'd be able to find waste pretty easily.
