These weren't originally designed for pet owners. They were designed for show dogs that were monorchid (having only one testicle). This is a disqualification in the show ring. Neuticles were designed to fool the show judges, allowing an animal to compete that should have been disqualified. The dog could then go on, possibly, to earn his championship, and greatly increase his value - as a stud rather than just a pet.
Dog show handlers can be cutthroat, cheating, vicious bitches. The females ones can be almost as bad.
