Quick Rosy Boa Question!

Ok, I saw a Rosy Boa listed on craigslist, they want 75$ for just the snake, it is an adult but it seems kind of high for a rehoming fee. Plus I'm somewhat concerned about some things I see in the picture. I was wondering if anyone else sees major things to be concerned with about the snake in this picture. I'm considering countering with a lower price, but am not sure if it is even worth it or if there are issues I ought to be concerned about.

should I go for it? or save my money for another snake?
 
My question would be, do they know the locality? If you're interested in breeding, you need to know that for sure. Dean keeps his old man Rosy on sand because he's been that way for 20 years or something. I'd change him, if I had him, though. But he probably hasn't suffered any harm. So if you love him, and aren't planning on breeding him, which you should not do unless you are able to match him with the same locality, then I'd get him. A locality hatchling sells for $65-$75 or higher.
 
I e-mailed them back to ask about the health, and to counter with a lower price. I just don't feel comfortable spending that much money on a snake that might be in poor health. If I buy from a breeder it seems like there is more protection--they have a reputation to protect. We'll see. The snake is sure cute though!
