If you choose to build (I would use larger tubs and flexwatt instead) you could use this as a guide.If you don't have time and/or tools, purchasing would be much easier. There are many good choices for racks or individual cages (I prefer individual).
 
I just picked up a 20G Long Critter Keeper tank for our "girls"
It has an integrated locking and sliding mesh top which is perfect as there is no need for clips etc. there are no gaps larger than the thickness of a credit card and has small popouts for cables/cords. Its all glass and looks really nice. Picked it up at a local pet store here in Stow, Ohio for 55.00
 
We have built our cages recently..it is really nice having most everyone in one spot;) That was a major plus..tho our rack system was a tad pricey 150 in wood and about 200 in bins but mine holds two sizes or bins so it can grow as my collection grows and about 75 bucks in heat tape,dimmers,thermo and extras.

IMO, The smaller the enclosure you're looking to have, it is better to buy, for example, if you want a 10 gallon, then it is best to buy it, because the materials alone to build one the same size will cost you more than to buy it already made. However, when you get into larger enclosures, they become much more pricey, and If you are crafty enough, then it is very likely that you can build yourself a large enclosure, that has great function and the exact specifications you want, for under the cost of buying one.
