Florida is strange that way, but think they only require it for larger snakes...

Here's some info on various state laws. Use it only as a guide to further research. The info on TN is incorrect. There are no TN state laws on keeping/breeding non-venomous snakes. There is no such thing as a breeders license---they don't make you get a license to breed snakes, lol.

About halfway down under 'Captive Wildlife' are the permits you're looking for.

I believe you need Class 3 wildlife permit. $50
 
You don't need a license to BREED reptiles in Florida, just to sell them. I believe it is now $50 per year and you need it whether you sell herps that you breed, or catch, or buy from somebody else to resell. You can get the application from Fish and Game (they have a much longer official name, but I can never remember it) in Tallahassee. You should be able to find their website on Google - maybe you can download the application and send it in.
 
i was ready into that one and was about to send it in...but it says that inspectors can come buy and check the facility?? why is that... it sounds like you need an actual business i jus want to breed my corns and sell them so i can get a bit side money...
