I definitely agree with the loud and resounding NO on the heat rock. As for the heat bulb, that really all depends on the room temp and the air temps in the tank. UTHs are great for providing hot spots and belly heat, but they struggle to warm the air up much which is also important. If you find that the UTH is doing a good job keeping temps good then a lamp is not only a waste, but potentially causing problems with humidity too.

Moral of this story is, anything is better than that heat rock. Hell, if room temps aren't drastically cold then even absolutely *nothing* is going to be a better alternative to that heat rock.
 
Heat rock is out, replaced with an UTH, I have a day light bulb diving down about 2' on top of the enclosure. Doesn't provide enough heat to hurt the snakey, but does light up the terrarium. Temps are hiding steady at 75-80 during the day, dropping down to 65-70 during the night
