I was having all kinds of problems with my UTH. I built the home made rheostat found in these forums and was not happy with the constant flucuation of the temp. After reading countless posts arguing whos thermostat was the best (and at the right price) I decided to search for a ETC 111000. I figured the zoomed version was over $20.00 with tax and I would have to get a dependable thermometer as well, so i figured total price over $30. I picked up the Racon ETC 111000 on ebay, brand new for $44.00 with $9.00 shipping. I will have to wire it myself, but have found very simple directions with photos on the net. I will let you know how it works out, but for me I would rather spend an extra $20 and get something that I have heard works very well, and has a digital display.

A couple more things to think about.
If you are just running bare heat tape, you can redo your shelves to put the flexwatt inside a channel made of sheet metal, and insulate the bottom of the tape with reflectix. Then you put the probe of your thermostat on the sheet metal directly over the flexwatt. Any decent on/off thermostat should be able to keep it steady now. The metal acts as a heatsink, steadying the temps. ARS and freedom racks do this standard.
Another thing to try is to 'attenuate' the output of your on/off thermostat with a dimmer switch between the thermostat and heat source.
Then adjust the dial to cycle on/off every 10 minutes. Your temps will be much steadier, but be warned if the temp in the room drops by a lot very suddenly, your enclosure temps may too, until you re-adjust it.
