what size UTH is appropriate for a 20 Long tank. One for 10-20 gallons (8 watts), or one for 30-40 gallons (16 watts)?
 
On the zoo meds, they are actually rated for different tank sizes. Check them out!

I was looking at the zoo meds. All I could find was the small said 10-20 gal, and the medium said 30-40 gal. Since the 20L has a bigger floor space, about the same as a 29 gallon, I am unsure what to go with.
 
I personally go with one that covers approximately 1/3 of the floor space, as Lenny said ;)

Can you get them by size measurement? I've got 12" x 12", which are 14.5 watts, on my 3ft tanks and 17" x 12", which are 21.5 watts on my 4ft tanks :) (I use Ultratherm heat mats)

the small is 6 x 8, and the medium is 8 x 12, and a 20L is 30x12 floorspace (I think)
 
I'd be inclined to go with the slightly bigger one then (medium, 8" x12"), it's not much different in wattage to the ones I'm using and I assume you'll be using a thermostat, so it should be fine. Plus if you wanted to use it on a slightly bigger tank in the future, you should be good for that too :)

This is kind of what I was trying to get at. I am sorry I wasn't so clear.
