I've been breeding westerns for 15 + years now. I keep mine on aspen shavings and have never had any problems from the substrate. I don't keep mine the same as my corns though. They are in lidless racks without any heat, the room temp is usually 78*.
I use many more ventilation holes than with my corns. Too much humidity is the enemy of westerns. Once they get an U.R.I. it's pretty much over. I've been producing albino's the past 2 seasons, I've noticed that they are slightly more difficult to get started.
I don't offer food to my hatchling westerns for their 1st 3 weeks. This has worked for me for quite some time with very good results.
