2.5ft tank.

How wide and high is the tank? Minimum required dimensions in Florida (at least when I first applied for my permit) is a tank that has a circumference equal to or greater than the length of the snake, so I would think it would be okay, at least until you can get a larger one in the future.

I didn't realize you needed permits in Florida. Are they hard to get? Is it just a formality getting a permit, or are the authorities really on the ball and check every thing first?
BTW thats not a bad rule of thumb to follow...(tank size that is)

Is a 2.5ft tank too small for an adult corn snake? Will I need to upgrade to a larger tank in the future?

You'll see many people recommending that an adult corn be kept in a tank no smaller than a 20gallon long aquarium. The dimensions of a 20gallon long are 30"L x 12"W x 12"H. It wouldn't surprise me if those are the dimensions of the tank you have. Remember that for corns, floor space is more important than vertical space. A 20gallon long tank should be ok for a corn's entire life, maybe with the exception of some real giants. :)

It's required to have a permit if you are going to sell them. My permit is actually to "sell or exhibit Class III wildlife", under which non-venomous snakes fall. And they do check for your permit if you plan on selling at any shows.
