Ok, I sent an e-mail to the guy that the page said to contact for questions and here is my e-mail and his response.
Jason,
Thanks very much for contacting PIJAC. Please be aware that certain
provisions of this bill, specifically relating to feeder rodents, have been
amended. However, there are still many objectionable provisions that PIJAC
is actively opposing. If you are concerned about the bill, you should
contact legislators representing your district and let them know of your
opposition. For contact information, go to PIJAC's Website at
www.pijac.org
and click on PetAlerts for this bill under the Breaking News link.

Subject: Assembly bill 2862
Dear Michael Maddox,
Bill 2862 says that if it is passed, the sale of unweaned rodents would be
prohibited, even if they are feeders. I was wondering how snake keepers were
supposed to feed their younger snakes if we can't buy "pinkies" and
"fuzzies" for our snakes. In California and the rest of the United States,
baby mice are the only commonly sold food for baby snakes. I'm concerned
that reptile keeping may die out in California without proper food to feed
snakes.
Sincerely,
Jason
