If you are planning to keep the snake and are happy with it, then I don't think I would report him. I've heard of other established, reputable breeders shipping baby Corns (not adults) through the USPS in deli cups filled with Aspen, never with any problems. It may not be in complaince with postal regulations, but it seems a lot less egregious than somebody shipping an adult cobra or python through the mail. I would guess the INTENT of the regulations is to prevent snakes from harming someone. Obviously that's not really a concern with a baby Corn, and I wouldn't be surprised if the postal inspector or whoever deemed it to be not worth his/her time, on that basis. I think it's silly that some people will only ship with Delta Dash (the opposite extreme.) If you don't like it, don't order from him again. If you are trying to make trouble for him, you should not keep the snake, imo. I agree with posting on the BOI, stating that you are unhappy with the way he ships, but I think I would stop there (unless you will be returning the snake.) Technically, if you keep the snake after it has been shipped in violation of regulations, you are an accessory after the fact (in legal-ese.)
