Black Ratsnakes in Ohio?

Are black rat snakes legal to keep in Ohio as pets? I thought they were, until I went to the All-Cleveland Reptile Show page and this is what it said:

NOTE***Due to ODNR regulations, there are NO native reptiles or their color mutations allowed at this swap. If you bring them, you will be asked to leave them in your vehicle. Please check the link below to the Ohio Department of Natural Resources list of indigenous(native to Ohio ) reptiles if you are unsure.This includes Eastern box turtles,Red ear sliders, black ratsnakes, Common Eastern gartersnakes,or anything you catch in Ohio.

What counts as "proper documentation", and can I only get them online? Come to think of it, I've never seen one at the All-Ohio expo. How expensive is a propagator's license?
 
Yeah, but they're still restricted because they're a native species. Does anyone in Ohio have a propagators license, or a black rat snake?

Licenses and Permits
Non-commercial Propagation Permit: allows a resident to possess any native animal that has been legally acquired. The law states that you must keep records of the animals acquired and the date of acquisition.
A Wild Animal Propagation Permit Application and Li- cense, Form 170 must be requested from the Division of Wildlife within 10 days after taking possession of a native reptile, amphibian or turtle. In Ohio, there are restrictions to the total number of animals you can take or possess from the wild:
• Four total individuals of each species that are listed in the Wild-captured Native Reptiles and Amphibians list in the Division of Wildlife publication #3 Reptiles and Amphib- ians Licensing and Regulations.
• There is no limit on the number of animals you can possess if they are captively produced or legally obtained from out of state, with proper documentation.

Looks like you have to call to request the permit?
