When I try to use the 'New Posts' link I get a message that says I can only do a search every 10 seconds. That's even when I first open the page. I can wait for several minutes and I still get that message. It happens at the other v-bulletin site also. It stopped for awhile but is now doing it again today......?
 
I disabled the time limit. This is something that is preset when the software is installed. I assume it is to help limit the loading on the server if too many search requests are made at once. On large forums, a lot of people doing searchs at the same time can slow the system down quite a bit, so this option helps control that problem.
