Have questions concerning the health of my new snake

The cool side is fine, see if you can get the hot side down to 85 or so. It can take two hours for temps to stabiize.

Should I be worried if Jack seems really cold? Every time I pick him up, he's on the cold side of the tank and feels really cool to the touch. I realize he's cold blooded, but is he getting too cold? Should I just trust him in that he should know when he needs to warm up, or do I need to worry?

Just make sure the temps are in the right range and then leave him alone. Handling him a lot will only tend to stress him out and he's already recovering from a regurge. Just aim for warm temps in the low to mid-80s and cool temps in the low to mid-70s and then leave him be.
I know it's hard to not worry or constantly check on them, but it's for the best that he gets his rest and doesn't have added stress from being handled frequently. Also, he will go to whatever side he likes the most. I've had snakes that did just fine digesting meals and spending most of their time on the cool side. In a matter of speaking, he's genetically programmed to know how to thermo-regulate...just trust his abilities!

Good luck!

Ectothermic is the proper term... snakes aren't really "cold blooded".

That said: humans' body temps are about 98 degrees. If your tank is set up right, mid-80s is all your snake's temp should get up to. Compared to us, they will almost always "feel cold".

So relax and take good care of your baby. :D
