I am building a new viv about 90cm by 45cm base area(3ft by 1ftsomething) should a 11" by 11" heater pad be sufficient it isnt exactly 1/3 of the viv.

11x11 is what I would have for a 3ft by 1.5ish foot viv...well next week I'm probably upgrading my corns viv to a 36inch x 18 x 19 and I'll get an 11x11 Cobra heat mat.
 
I would say it's ok depending on your ambient temps. If your ambient temps are too low then you might have a hard time getting the other cool side to stay not too cool. I'd get it and try it out; if it's not good enough then use a larger one.
 
Another thought - it depends what you're building the viv out of. Some materials heat up very easily, while other materials don't.
