Heating pads inside the habitat?

I'm working on creating a habitat for my future corn, but I was unsure of where I'd put the heating pad. The enclosure has two levels to it, and the bottom level is elevated off the ground, so putting it underneath is out of the question.

Should I keep it on the bottom level under the bedding? Would that be safe?

Could I possibly put one of those reptile carpets above the heating pad?

I think the preferred installation if under the tank isn't possible, is to stick the pad underneath a ceramic tile and place the ceramic tile inside the viv.
 
What material is the enclosure made of? Sounds like a radiant heat panel might be your best option.

The bottom and middle panels are made of wood, and the rest is either real glass or plexi-glass. Could I put a heat panel underneath the middle panel and heat the lower level that way, or should the heat panel be placed at the top of the enclosure?
 
Some corns are climbers, some are burrowers. That would depend more on your snake. I'd think unless it was a super spooky individual, it would find it either place.
