UTH temps deteriorate with age?

Hi could someone please tell me what temperature their UTH usually reaches when sitting IN AIR just on a floor or something. On the surface of it. As I am having a dispute with a 2nd hand mat I bought in 'perfect condition' which I do not beleive is anywhere near hot enough. I have 2 other mats, one of them gets to about 45 (quite new) on the surface sitting on the floor and the old one gets to about 30. (celcius) This new one I bought is only about 25.

Does anyone else notice they get cooler with age?
 
I am quite sure it depends on the voltage of the UTH. a 15W won't heat as a 25W one would et cetera.
 
It's always possible that one of the inner coils was torn or some-such. Wear and tear does effect all electric appliances.

I've got mats that feel warmer/cooler to the touch when just laying out on a suface i.e. floor/table whatever but as long as they reach the required temp when heating an enclosure then it should be fine assuming there is no damage to the mat.

I bought many of my mats second hand and they all work perfectly fine.

I was told there is a 4 year life expetency out of most UTHs and that near the end of their lives they do start to not heat as much. Now I have only kept snakes since dec 06 so I have not experienced this myself. If they are mats which have been stuck on before and removed, don't use them, if there is a break, the least you will get is lower temps, the worst will be no house. So I don't know but I have heard that....plus the whole Celcius thing throws me...LOL. :)
