Heck, I've never seen any of these before, and I've certainly spent a fair amount of time in the water and walking beaches. From what I've read about them, probably just as well. Sure wouldn't want to step on one.
 
If he weren't on the beach I would think he was a caterpillar. I have seen some similar to that, but they aren't beach dwellers!
 
The red on the bristles makes me think it's a fire worm. Which is even worse if you touch it.

I thought caterpillar at first too, but then was like "The beach is pretty far off from a tree!"
