I am not to far from you (providence) and my power went out this morning as I was leaving for work. I figure the heat from the apartment (oil) will keep the corns and other colubrids at decent temps without the lamps and under tank heaters. I don't think it will affect the retics or balls either (they like high 80s low 90s) as it would take a few days of 65-70 temps for them to start developing mild resp. infections. If you are in a pinch put a container of warm water in the tanks with them and if they need more heat they will go to it.
